The Orientation for partner organizations from districts on monitoring of ICPD, WPAY and NYP implementation by local governments Program was conducted on 28th February, 2012. 15 participants representing their respective organizations from districts Ramechhap, Dolakha, Gulmi, Palpa, Makwanpur, Dhankuta, Kapilvastu, Rukum, Saptari, Siraha, Bajura, Accham, Mugu, Surkhet and Lalitpur were present in the orientation program. Mr. Nabaraj Gautam, Vice President, AYON and Ms. Sanju G.C., Program Officer, AYON facilitated and coordinated the program. The facilitators interacted with the participants during the introduction session in which, the participants introduced their organizations and themselves.

The program started with a brief introduction of AYON, its Board members and staffs. Mr. Nabaraj Gautam welcomed all the representatives of the implementing partners and gave a brief presentation on AYON, its objectives and programs. Mr. Gautam continued the session with AYON’s past ICPD WPAY and NYP programs. With support of UNFPA, AYON organized two regional ToTs in 2009 on monitoring of implementation of ICPD, WPAY and NYP by local government in districts. In 2010, the monitoring of implementation of ICPD, WPAY and NYP by local governments took place in 10 districts Dang, Doti, Jhapa, Mahottari, Dhanusha, Kaski, Kanchanpur, Morang, Sindhuli, and Udayapur . Whereas in 2011, similar monitoring was held in new 12 districts namely Ilam, Gorkha, Nawalparasi, Sunsari, Sarlahi, Rolpa, Arghakhanchi, Baglung, Baitadi, Kailali, and Dadeldhura. The report along with recommendations was submitted to the Ministry of Youth and Sports during an event in December 2010 and 2011 as well. Mr. Gautam and Ms. G.C. also talked about the Monitoring Tools and the particular monitoring format that AYON uses while monitoring the local government and non government organizations in districts. The government and non government organizations which focus on women, health and youth will be monitored by the selected partner organizations in 15 districts – Ramechhap, Dolakha, Gulmi, Palpa, Makwanpur, Dhankuta, Kapilvastu, Rukum, Saptari, Siraha, Bajura, Accham, Mugu, Surkhet and Lalitpur in 2012.

The powerpoint presentation on ICPD, WPAY and NYP commenced with a brief introduction on ICPD, WPAY and NYP itself, background and its priority areas, goals and objectives. Following the introductory session was another introduction session on ICPD, WPAY and NYP monitoring, since when has it been ongoing, where has it been conducted till date, its goals and objectives. The expected results and the activities purposed for the monitoring process were discussed followed by the target beneficiaries and stakeholders of the program. Through the presentation, AYON expressed its expectations from the district partner organizations for the successful program implementation. A brief outlook on the program procedure, monitoring, its importance, and monitoring mechanism was given. The session then shifted its focus to reporting format and financial procedures. The key dates and deadlines that implementing partners need to keep in mind was also shared. Possible challenges and tentative dates for district travel were discussed followed by the open floor discussion where queries were raised by the participants and addressed by the facilitators respectively.

The orientation also gave an opportunity to the participants to know about the ICPD/WPAY/NYP work plan for 2012. The Work Plan session was followed with the session on Budget and reporting. The session helped the participants to familiarize with the narrative and financial reporting format.

The day long orientation was focused on introduction of ICPD, WPAY, NYP; how to conduct programs in districts, the challenges and expectations, and other relevant matters. The sessions were very interactive since the participants had lots of queries and were addressed by the facilitators.
