Terms of Reference (ToR) for a Consultant for documentation of Community Score Card process and outcomes in 15 YLCs of PRAYAS in Surkhet and Janakpurdham

Background

Association of Youth Organizations Nepal (AYON), established in 2005, aims to bring youth organizations together to provide a common platform for collaboration, cooperation, joint actions and collective endeavors between youth organizations in Nepal.

AYON is a national network of non-government, non-religious, not-for-profit youth organizations in Nepal. It acts as an umbrella organization of youth organizations. It calls for coordination, network, support and cooperation from the government, non-government, business institutions, civil society and young people for collaborative actions for youth programs and policies

‘Promoting Inclusive Resilience and Accountability through Youth Association Strengthening’ (PRAYAS) aims to strengthen the role of Youth-Led Civil Society Organizations (YLCs) to effectively engage youth and other marginalized groups in local Climate and Disaster Resilience (CDR) processes in Nepal’s new federal context.

PRAYAS Project has adopted Community Score Card for building internal governance, institutional capacity and accountability of its Youth Led CSOs towards its constituency and stakeholders. There are three rounds of CSC discussions planned throughout the project period and two out of these three rounds have been completed in all YLCs. In one round the following steps are followed.

  • CSC scoring by duty bearers
  • CSC scoring by rights holders
  • CSC interface and common scores

The first round of CSC scores and discussions are considered as baseline values, second one as mid-line and the final one is considered as final values. This will be helpful to track the progressive trend in terms of YLCs institutional improvement throughout the period.

The specific objectives of CSC documentation are;

The overall objective is to develop a comprehensive documentation of adoption of community score card process applied in 15 YLCs. This includes a comparative study of all three rounds of CSC adoption.

The specific objectives of CSC documentation are;

  1. To review documents related to CSC scoring by right holders, duty bearers and jointly by both groups and record those.
  2. To prepare analytical documents that shows the results of CSC results.
  3. Documentation of CSC adoption at each YLCs and a comprehensive learning document.

To deliver the above specified tasks, PRAYAS is seeking a consultant as CSC documentation with the following key tasks.

  1. Collecting all the documents related to CSC scoring by right holders, duty bearers and jointly by both groups and record those.
  2. Prepare analytical documents that shows the results of CSC results.
  3. Record all the scores of all rounds of CSC discussions and show them in the documents in different forms like spider diagram, pie charts etc.
  4. Prepare a documentation for all YLCs reflecting their 3 rounds of CSC discussions.
  5. Prepare one comprehensive document that contains over CSC discussions and 15 YLCs documents.
  6. Provide support to the YLCs to share the results of the CSC process and the progress during the final Province Level Sharing Meeting at the end of the third round of CSC.
  7. Additional documentation support to PRAYAS Activities apart from CSC including compiling reports, validating data and submission to program manager for final reporting.

Key deliverables

The Following are the expected deliveries:

  1. CSC documentation of 15 YLCs (In Nepali)
  2. One comprehensive report of CSC adoption. (In English)

Basic requirement of the consultant

  1. At least Masters degree in Humanities, Development Studies, Management or any related field with at least 3 years of firsthand experience in areas like Institutional governance and using different assessment tools.
  2. Experience of preparing documentation.
  3. Skills on developing spider diagrams and preparing comparative reports.
  4. Sound skills in report writing in English and Nepali.

Time Frame and Travel

  1. The assignment is of 3 months starting from April-June 2022.
  2. AYON will cover cost for all travel and logistics arrangement needed for this assignment.

Reporting

  1. The consultant will report to Program Manager-AYON / PRAYAS and will work closely with NVs of VSO and Project Coordinators from Surkhet and Janakpurdham.

COST Plan

  1. The cost plan for the detailed specification of this document will be allocated to PRAYAS, Activity as 1.14 (1.8b) Documentation and Publishing CSC processes for Learning and Sharing “. All the costs related to this consultants travel and logistics will also be charged to this activity.
